I haven't exactly figured out who "the One" is yet, but according to Daniel something big is going to happen soon.
Here are couple things about "the One" from Daniel's earlier transmissions. It's kind of hard to tell when Dan is talking about the One and when he's talking about something else, like the C-probes.

Sounds to me like "the One" is not Ipso, or at least not Martian Ipso. Perhaps it is Amphibian. Perhaps it is some Higher Being. Hard to say, but one thing is certain. The One has made quite an impression on Daniel.
