Although a brief message confirming that efforts to forcibly
secure and control Mars have once again failed, we should volunteer
no other information whatsoever. I don't know why any one would
even consider compromising intelligence information by giving a
report on a battle that, from the enemy's point of view was lost before
it began. The EU Probe's actions represented an act of war. We did
not hold P&H responsible, but warned them of the response any
similar armed attempts would illicit. If we send them any
information at all it should be in the form of an ultimatum. The have
always suspected that the probes have help on earth. We stand
nothing to lose by confirming that suspicion. And we can do that
without compromising the principals involved.

"Dear P&H,

Your efforts have, once again failed. We have extended to you
an opportunity to share in the exploration of Mars and benefit from
it’s resources through mutual cooperation.
If you decide to ignore the terms of our offer of and continue with
your aggressive behavior, the following actions will be taken.
1: Our offers of peaceful cooperation with you and your company
will be withdrawn.
2: All your requests for information will be ignored and further
communications will cease.
3: Any unannounced arrivals to Mars, sent by your firm, will be
perceived as hostile and subjected to the same results we have
demonstrated in the past encounters.
4:A state of war will be declared and we will no longer discourage
the suggested actions of independent Earth allies who see you as a
threat requiring elimination with extreme prejudice.

You have one more chance to cooperate.
