I do not agree with being that agressive towards P&H yet. I think Xanthos was correct when he said the avenue toward becoming allies with P&H should be kept available for a possible future opening. Sooner or later their superiors are either going to put a stop to their posturing or will go too far with them and they will either be "put to pasture" or put out so much they may join forces with us out of revenge. Either outcome could be useful to us. Let's not eliminate possibilities before they have a chance to mature.
Declaring WAR is not a trivial exercise. That is the primary reason it requires the US Congress to act upon the advice and request of the President to declare one. In the case of the Probes and MARSupials, it requires a lot more than the easy bravado you or I can have when we are safely hidden behind our keyboards while the Probes will bear the full force of the results of such a declaration.
We owe it to the Probes to be far more careful with our words -- not that the sentiment is not shared by many of us, mind you.
