The problem with your suggested approach is that the threat would be a lie, something we vowed not to do to the probes or have them do to P&H.<p>And mentioning ET contact isn't really that bad (at least in my opinion).  Since the discovery of Jose's cave, everybody involved already knows that life existed on Mars at some point, and possibly still does.  That's why the MNs armed their probes.  And burying it in a list of possibilities, presented by a probe already held in contempt, is not necessarily going to get them THAT riled up.
