Or perhaps, if it is capable of replacing/backing-up the transmitter currently in use, this second one could be placed in a location of good natural defence (someplace on Olympus Mons?) and the current one could be used as a red herring.

The qualities of a good locations would be:

+difficulty of access

+low observability from places that are easily traversed

+access paths that are easily booby-trapped or set for ambush (either via miner drone explosives or rock slides)

+clear communications ability (we may have to sacrifice some clarity or suffer through some "dead zones" of transmissions, but if it is placed close to the summit of Olympus, this shouldn't be too much of a problem).
