OK, so P&H ARE doing the good cop / bad cop thing. I think we still need to get a quid pro quo from them. We can tell them about construction getting underway (no lie there). We can also have Gail say that she does not know what is currently happening to Bette ('currently' being the key word). We might even want to tempt them with news of the tunnels since P&H still don't know about those.
Once that is said, what shall Gail ask for as quid pro quo?
