forming groups is a very good way to launch a successful approach.
Just to force structural work,  may I remember the scheme of project 
management:
1) Basic Analysis (Where do I be ? - What is the problem - Status I'm in)
2) Objectives (Where do I want to be? -  Status I want to be in)
3) Variety of Solutions
4) Decision 
5) Action
This scheme can be used at any step and screened to any level of a 
problem. 80 % of success depends on a proper Basic Analysis, it will take 
nearly and almost as much time. Mistakes in the Basic Analysis can/will 
cause serious troubles in later steps. 
Often made mistakes in processing is moving before you knows where 
you want to be. Objectives are to be expressed as a place (status ) I want 
to be, not as a movement. Though Action will take 80% of the expenses, it 
takes only 20% of the project time.
Okay, that's just to avoid misunderstandings mainly between objectives 
and solutions. I knew, you know, but just to know.
