Yes, too many levels would be discouraging. However, "levels" of participation or achievement are an accepted part of human experience. Levels should work here, if there are not too many of them. Also, many people *like* "real life" scenarios, and levels are certainly real life. The trick is, unlike "real life", the site must respond to talent, and not politics. :-)
