I vote with the growing. Level I and Level II sound good. Level III and Level IV access control is more difficult to define. If level II folks never see their ideas sent to the probes they will not really feel part of the project. If level III leaders screen ideas and post it would work well. Could be a fair amount of work for the Level III folks. Level IV should stay pretty small. Just my $0.02 worth.
