What would seem most natural to me, would be to have a single page with the incoming transmission and the messages in the same transmission set. You would also need backwards and forwards links to similar pages for the previous and next transmission set.
I realize your changes are probably already made. It just seems awkward to have to hop back and forth if you want to read things in order.
